Biography:
Rachel Weber is an Associate Professor in the Urban Planning and Policy Program at the University of Illinois at Chicago where she teaches courses and conducts research in the field of urban economic development. Much of her recent work has focused on the design and effectiveness of financial incentives, and publications on this topic have appeared in Housing Policy Debate, the Urban Affairs Review, the Journal of the American Planning Association, Antipode, and Economic Development Quarterly. Her book, Swords into Dow Shares: Governing the Decline of the Military-Industrial Complex (2000), examined the role of financial markets in the defense drawdown of the early 1990s. She recently received a U.S. Department of Housing and Urban Development fellowship to examine the influence of Tax Increment Financing (TIF) on residential property values. In addition to her academic research agenda, Dr. Weber has served as a consultant to local governments on issues related to TIF, business retention, defense diversification, and public finance. Dr. Weber received her undergraduate degree from Brown University and her master's degree and doctorate from Cornell University.
